Notre contribution propose de construire une centralité économique de l’ASEAN autour de deux idées. Premièrement, la présidence indonésienne de l’ASEAN en 2023 a donné l’opportunité de revigorer une coopération dite « Sud-Sud » afin de construire les relations extérieures du groupement tout en s’appuyant sur leurs relations avec les pays avancés (le Nord). Deuxièmement, la transversalité des défis liés au changement climatique donne une occasion aux pays concernés de développer une stratégie sous-régionale. Par l’exploitation des externalités de demande (demand spillovers) liées à la taille de son marché et à la présence de rendements d’échelle croissants, de même que des externalités technologiques liées à ses partenariats commerciaux, la zone jouerait un rôle de catalyseur d’effets d’entraînement dans cette transition dite « verte ».
