In this paper, firstly, a Great Lakes network flow model with lakes as nodes is established, and based on the multi-constraint optimization algorithm, the optimal water level of the Great Lakes for 12 months is obtained. Second, the optimal river flow scheduling model is constructed to obtain the optimal flow of each river for 12 months per year; then, the sensitivity analysis of the dam-controlled flow of the St. Mary's River and the St. Lawrence River is carried out. The results show that the control algorithm has obvious advantages. Finally, a time series prediction model was used to obtain predictions of future water levels in Lake Ontario for subsequent water level management.
