En mobilisant deux politiques publiques de santé à caractère intersectoriel, cet article tente de répondre à la question suivante : l’adoption de la gouvernance intersectorielle dans les politiques de santé prend-elle réellement en compte l’implication des patients partenaires (ou des citoyens) ? Après avoir analysé les études de cas, l’article conclut que la gouvernance intersectorielle est l’approche la plus mobilisée dans l’élaboration des politiques de santé. Tandis que le modèle patient partenaire a une place très marginale dans les politiques publiques de santé au Québec; ce, nonobstant son importance dans les discours scientifiques. Trois explications ont été apportées à cet effet. D’abord, il y a la prédominance des interventions à visée paternaliste. Ensuite, la démocratie sanitaire qui n’a pas connu un réel succès dans les pratiques politiques et enfin, l’institutionnalisation tardive du modèle de Montréal est l’une des raisons explicatives.
