Au Québec, depuis plusieurs années, les collectivités locales expérimentent divers dispositifs pour prendre en compte les différentes parties prenantes concernées par de grands projets urbains. Ce faisant, l’objectif poursuivi est généralement de faire émerger quelques pistes de réflexion pour améliorer ces projets, voire pour arriver à une certaine acceptabilité sociale. Toutefois, ces dispositifs peuvent également révéler certains éléments qui questionnent plus directement les limites associées aux instruments d’urbanisme utilisés pour encadrer les projets urbains, de leur conception à leur gestion dans le temps. Prenant pour exemple les propos tenus lors de deux exercices de concertation multi-acteurs réalisés en amont d’un projet urbain, cet article fait ressortir quatre défis devant être relevés pour répondre efficacement aux enjeux climatiques. Nés de l’entrechoquement des idées et des points de vue, ces défis sont à percevoir comme des éléments de débats entre les parties prenantes. Mis en perspective, ils permettent également d’expliquer certaines dynamiques observables dans l’utilisation récente des instruments d’urbanisme au Québec.
