Abstract
By the early months of 1940, Britain was in desperate straits. The big attack on Britain and France was yet to come, but nobody was hopeful about the outcome. Tizard foresaw that it would probably not be long before the United Kingdom would be cut off from the Continent and without allies. Left to her own resources, she would soon be near the limit of her productive capacity, particularly in the all important field of electronics. Even if the United States did not enter the war, it would become essential for Britain to invoke both the technical resources and the productive capacity of the North American continent. This process had already started with conventional weapons like guns, tanks and aircraft, but Tizard was thinking of more exotic developments, particularly those in air defence where Britain might have a head start over the USA.
