Abstract
Este estudo aborda alguns aspectos da economicidade em contratações públicas com base em mecanismos de controle relacionados à prática da orçamentação e está organizado em quatro seções distintas. Na primeira, trata-se da definição de economicidade e da importância de seu controle nas etapas de planejamento, projeto, orçamento, elaboração do instrumento convocatório, procedimentos para contratação direta e efetiva contratação. A seção seguinte aborda alguns princípios que norteiam a temática e destaca quatro elementos centrais da legislação necessários ao alcance da economicidade em contratações (objeto da licitação, critério de aceitabilidade de preços, critério de julgamento e forma de entrega ou de prestação de serviços). A terceira seção põe em foco o orçamento, colocando-o em posição de destaque na dinâmica entre as fases de planejamento e controle da licitação e da contratação. Na seção final, provoca-se uma reflexão sobre os papéis das pessoas, da tecnologia e das organizações enquanto elementos que integram os processos que afetam a orçamentação dos gastos públicos
