Abstract
D/deaf, DeafBlind, and Hard of Hearing (HOH) people are arrested and incarcerated at surprisingly high rates. They are included in criminal justice systems of arrest and incarceration while excluded from its typical protocols of communication, which assumes non-disability as the norm and represents a cultural contradiction in need of examination. From a critical disability studies perspective, we aim to reveal the version of deafness and disability implicitly reflected by this cultural contradiction across regions in Canada. We analyse visor identification cards that are said to be designed to assist police officers and D/deaf and HOH people communicate more effectively, treating such practices as stories. Our chapter reveals the taken-for-granted sense of problem and solution that these practices serve and protect by asking, how does the criminal justice system continue to produce inclusion without access, what version of police power does this sustain, and what versions of deafness and disability are implicated in the design and use of visor cards?
