For over thirty years, international environmental law has acknowledged the importance of ensuring the effective participation of Indigenous peoples, recognized in Principle 22 of the Rio Declaration on Environment and Development.1 Since 1992, international law on the rights of Indigenous peoples has evolved, notably with the adoption by the United Nations General Assembly of the 2007 United Nations Declaration
