Abstract
Nos últimos anos, as unidades subnacionais e outros atores internacionais como, a sociedade civil, ONGs, agências multilaterais, movimentos e partidos políticos, tem aumentado sua participação no âmbito internacional, devido ao crescimento da interdependência entre as esferas domésticas e internacional. Diante disso, o presente artigo analisa o Projeto Jaíba, que consiste em uma parceria entre o Estado de Minas Gerais e a organização japonesa JICA, questionando a aplicabilidade da Teoria da Troca de Bredemeier (1980), como aparato teórico de análise para um contexto distinto em que a mesma foi elaborada. Para tal fim, o artigo discuti acerca da cooperação efetuada pelas unidades subnacionais em relação a união; disserta sobre as principais características da teoria da troca; analisa o processo de cooperação descentralizado estabelecido pelo Projeto Jaíba em si; e aplica a teoria de Bredemeier (1980) a esse processo. Isto posto, a metodologia escolhida foi a análise bibliográfica, para corroborar a hipótese de que a atuação dos governos subnacionais presentes no Projeto Jaíba, estabelece uma cooperação internacional descentralizada, que possui o formato mercadológico e colaborativo, conceitos desenvolvidos na obra de Bredemeier (1980), e que as unidades subnacionais desempenham o papel de atores internacionais.
