In this chapter, we investigate and compare policy directions in Norway, Sweden, and Ontario, Canada, that are reorganizing or restructuring the long-term care sectors. Do these policies address labour supply issues, and if so, how? First, we discuss reorganizations that develop, encourage, and promote alternatives to publicly funded nursing home care, such as retirement living, supported housing, and safety housing. Next, we examine policies that are reorganizing and introducing new divisions of labour within these long-term care sectors, to consider the goals of these policies, showing how similar concerns about cost, skill mix, and labour shortages are being understood and addressed differently across these jurisdictions. We conclude with our assessment of how these changes affect both residents’ and workers’ right to care, concluding that overall, the reorganizations discussed here are undermining these rights.
