Abstract
Abstract This chapter examines the foreign policy of Conservative Prime Minister Stephen Harper. It contrasts the Harper government’s approach to world affairs with the approach of previous Liberal and Progressive Conservative governments. It covers values-based foreign policy, the extension of the Canadian Forces mission in Afghanistan, military interventions in Libya and northern Iraq and Syria, the government’s approach to the Arctic, Canada’s withdrawal from the Kyoto Protocol, the government’s evolving China policy, economic diplomacy, and relations with the United States. The cases deal with Canada’s position on the UN Declaration on the Rights of Indigenous Peoples (UNDRIP), the Muskoka Initiative on Maternal, Newborn, and Child Health, and Russia’s invasion of Crimea. The Beyond the Book case deals with the merger of the Department of Foreign Affairs and International Trade (DFAIT) with the Canadian International Development Agency (CIDA) to create the Department of Foreign Affairs, Trade, and Development (DFATD).
