Abstract
Abstract This chapter examines the foreign policy of Liberal Prime Minister Jean Chrétien from 1993 through 2000. It covers the 1995 Quebec referendum, the North American Free Trade Agreement (NAFTA), Team Canada trade missions, globalization and its impact on human rights, Canadian involvement in Haiti, conflicts with the United States over split-run magazines and Cuba, Lloyd Axworthy’s human security agenda, the decline of the Canadian Forces, UN peacekeeping, and the Rwandan genocide. The cases deal with the Turbot War between Canada and the European Union, the Ottawa Process and efforts to ban anti-personnel landmines, and NATO’s intervention in Kosovo. The Beyond the Book case examines the establishment of a sanctions regime to end the conflict diamond trade in Angola. This chapter also considers the sharp divisions among external analyses of the Chrétien government’s effectiveness in world affairs.
