No presente manuscrito, apresentamos uma discussão teórico-analítica do histórico da extensão universitária no Brasil, culminando na curricularização, conforme determina a Resolução CNE Nº 7 (Brasil, 2018a). Justificamos a necessidade dessa discussão, pois avaliamos como fundamental compreendermos a concepção da extensão universitária para que possamos ler criticamente os documentos, bem como gestar e desenvolver ações extensionistas em diálogo com a comunidade. Desse modo, desenvolvemos a pesquisa de análise documental, segundo Sá-Silva, Almeida e Guindani (2009). A parte teórico-analítica discute o conceito de extensão com base em Freire (2022), o contexto neoliberal à luz de Barreto Vaz (2022), Laval (2019), entre outros. Alicerçadas em Catini (2020), Freire (2022), Laval (2019), Nogueira (1999), por exemplo, debatemos também fragmentos de documentos resultantes dos Encontros do Forproex, trechos de Leis e Pareceres relacionados à extensão e ao funcionamento de instituições de ensino superior. Concluímos que, apesar da concepção freiriana de extensão que a caracteriza como um processo dialógico, interdisciplinar e transformador, a obrigatoriedade de carga horária extensionista pode levar ao desenvolvimento de ações aligeiradas, sem a escuta e o conhecimento das comunidades. Além disso, em virtude da curricularização, os interesses neoliberais podem encontrar brechas para sua expansão no ensino superior público.
