Federated satellite networks hold the promise of efficient resource sharing and increased cost-effectiveness by reduction in capital and operation expenditure (CAPEX/OPEX). Such a federation can be formed between various participants belonging to both government and commercial sectors. Although, the perception of federated satellite networks is tremendously appealing especially for military communication, it comes with its own set of challenges. This paper explores various design challenges that must be rationally addressed in order for successful implementation of federated satellite networks and also proposes an architecture for their implementation using software-defined networking.
