Resumen En este artículo se examina críticamente la evidencia empírica internacional sobre los beneficios económicos de la negociación colectiva multinivel, mostrando el carácter contingente de las ganancias esperadas, que dependen de varias condiciones propicias interrelacionadas. El proceso de reforma institucional exige prestar especial atención a cuatro factores clave: el compromiso político de un país con el diálogo social, el grado de comprensión de la compleja arquitectura institucional de la negociación colectiva, la priorización de la representación democrática inclusiva y los recursos disponibles para invertir en las capacidades de las organizaciones de trabajadores y de empleadores. Se concluye exponiendo algunas cuestiones fundamentales de política.
