L’espace frontalier égypto-palestinien est marqué par des reconfigurations politiques et territoriales qui résultent en partie de changements de perceptions des régimes égyptiens successifs vis-à-vis de cette zone. En raison de la proximité territoriale, principalement, il est associé à un enjeu pour la sécurité nationale égyptienne et représente une menace en partie construite. Pourtant, la frontière égypto-palestinienne a historiquement été perméable et a constitué un espace d’interactions entre les populations palestiniennes et du Nord Sinaï. La victoire législative du Hamas en 2006 et la prise de contrôle de Gaza par le parti islamiste palestinien en 2007, puis l’arrivée au pouvoir du maréchal al-Sissi, ont entraîné un glissement paradigmatique : le territoire palestinien voisin est désormais exclusivement perçu par le régime égyptien comme un risque intérieur. Dès lors, les acteurs sécuritaires et l’armée égyptienne s’emploient à contenir la proximité avec le territoire palestinien, en déployant des politiques sécuritaires dans la zone frontalière avec la bande de Gaza dans le but de fortifier la frontière. Le point de passage de Rafah, unique sortie pour les Palestiniens de Gaza depuis l’imposition du siège israélien sur l’enclave, s’est ainsi progressivement transformé en verrou, réduisant considérablement la mobilité des Palestiniens de Gaza. Ces derniers sont en outre l’objet d’une industrie migratoire opérée par des acteurs publics et privés égyptiens, lesquels ont développé un commerce lucratif. Les régimes de restrictions et la privatisation croissante de la frontière s’étendent au Nord du Sinaï, territoire qui fait également l’objet d’une sécuritisation.
