Pratiques EDI et transformations organisationnelles en économie sociale et action communautaire : le rôle d’une méta-organisation en contexte québécois

La gestion de l’équité, de la diversité et de l’inclusion (EDI) dans le secteur privé se réduit souvent à son « comment », à savoir un plan d’action accompagné d’indicateurs de performance. Alors que se multiplient les « recettes », la question du « pourquoi » et de l’étendue des transformations organisationnelles que requière un tel virage est beaucoup moins abordée. Or, s’il est bien un secteur qui se soucie foncièrement du « pourquoi », c’est celui de l’économie sociale et de l’action communautaire, justement parce qu’il fait de la transformation sociale une préoccupation centrale, y compris en agissant par, pour et avec ses membres. À partir du cas du Comité sectoriel de main-d’oeuvre de l’économie sociale et de l’action communautaire (CSMO-ÉSAC), lequel représente 18 643 regroupements et organisations, cet article s’attarde tant aux transformations du secteur qu’à celles du CSMO-ÉSAC en tant que méta-organisation. Croisant la théorie néo-institutionnelle et le concept de méta-organisation, notre analyse, fondée sur des documents et des entretiens, démontre que le CSMO-ÉSAC a entrepris il y a une quinzaine d’années une démarche de transformation organisationnelle en intégrant le paradigme EDI. Cette transformation issue d’une pression normative provenant aussi bien de son personnel, de ses organisations membres que de son principal bailleur de fonds consiste principalement en une réinterprétation et un approfondissement de sa mission à la lumière de l’EDI. Ceci a notamment engendré une dynamique d’apprentissage en continu en matière de diversité – dans la veine des organisations apprenantes – que le CSMO-ÉSAC tente de diffuser, non sans difficulté, dans son secteur.
