Abstract
With an interest in reparatory justice, this paper exams the impacts of the changing legal and regulatory framework for cannabis production in Jamaica upon the livelihoods of small-scale farmers. It challenges histories of the plant’s origins in Jamaica and explains why farmers increased production in the early twentieth century. It critically examines the proposed ‘Alternative Development’, ‘nucleus-outgrower’ schemes, alternative trade, and explores contemporary relevance of marketing board strategies proposed by the Saint Lucian development economist Arthur Lewis between 1939 and the 1960s. There are psychological, social, economic and environmental benefits of such an approach, in an industry threatened by declining biodiversity.
