Abstract
While there has been a growth in research examining national government public relations functions in recent years, few studies have explored the function as a whole, which in the Canadian government’s case includes non-partisan public service communication specialists in each government department; partisan, political communication specialists in Minister’s Offices in each department; non-partisan public service communication specialists in a central department supporting the Prime Minister, the Privy Council Office, Communications and Consultations; and, finally, partisan, political communication specialists in the Prime Minister’s Office. This chapter will look at these four sets of communication specialists through two perspectives: relationship management and strategic management. These four sets that make up the communication function have evolved since the first Government of Canada Communication Policy was approved in 1987.
