Abstract
Abstract There is panic in London on account of German military preparations. Beneš abruptly offers the Fourth Plan including full concessions to the Carlsbad Program to the SdP. There are worries that Hitler will make demands for a plebiscite or territorial autonomy of the Sudetenland. Runciman tells Halifax this would be disastrous, but Chamberlain decides to proceed with Plan Z: not to approach Hitler, but to pressure Beneš. Ashton-Gwatkin fails to get any positive news from Henlein about Hitler’s intentions. The chapter describes the Stopford Plan and a summary of the new constitution. During a private visit to the Cardinal Archbishop of Prague, Runciman tells him of his definite proposal approved by both sides to bring about a peaceful solution and asks him to write to his close friend Beneš. The Cardinal pleads for an acceptance of autonomy in the German areas and in return, Czechoslovakia would receive a guarantee of its integrity, as war is the worst option. Hopes were high on the Runcimans’ return to Prague. On reading the Runciman Report after Munich, the Cardinal said he felt misled and disappointed in Runciman and felt he must have been worked on after his return to London.
