Amenaza y vulnerabilidad por basurales a cielo abierto. Aproximación al estado de situación en la provincia de Buenos Aires, Argentina

Abstract
Los basurales a cielo abierto constituyen un problema ambiental debido a la falta de control en la disposición de residuos sólidos urbanos. Estos sitios contaminan suelo, agua y aire, y exponen a las poblaciones que habitan en su cercanía a amenazas a la salud. Tomando como punto de partida la teoría social del riesgo, este artículo busca analizar la vulnerabilidad y amenaza por basurales a cielo abierto en la provincia de Buenos Aires, y hacer una primera aproximación al riesgo. El análisis realizado permitió describir las condiciones de vulnerabilidad y amenaza ofreciendo una primera aproximación al análisis del riesgo por municipio. Los resultados muestran que gran parte de la población de la provincia de Buenos Aires se encuentra en condiciones de vulnerabilidad media a alta, especialmente en áreas con mayor concentración de basurales a cielo abierto. La integración de indicadores georreferenciados en un modelo de análisis permitió realizar un diagnóstico preliminar, destacando la necesidad de políticas públicas que aborden tanto la gestión de residuos como la reducción de la vulnerabilidad social. Abstract Open-air landfills (Basurales a Cielo Abierto -BCA-) in Buenos Aires Province represent a significant environmental issue due to inadequate control over solid urban waste disposal. These sites expose local populations to health hazards by contaminating soil, water, and air. Drawing on social risk theory, this article aims to analyze the vulnerability and threats posed by open-air landfills in the province, providing a preliminary risk assessment. The analysis reveals that a large portion of the population lives in moderate to high vulnerability, particularly in areas with the highest concentration of open-air landfills. Using geo-referenced indicators within an analytical model, the study offers a diagnostic that underscores the need for public policies addressing both waste management and social vulnerability reduction
