Abstract
V času kronističnega poročanja upokojenega stotnika Franca Franza v letih 1832-1840 so se lahko njegovi sodobniki o Ljubljani temeljito poučili iz Topografije cesarsko-kraljevega deželnega glavnega mesta Ljubljane, ki jo je dal leta 1834 natisniti zdravnik dr.Franc Viljem Lipič (Franz Wilhelm Lippich). 1 V obsežnem delu, v katerem je prestolnico Kranjske obravnaval predvsem z naravoslovno-medicinskega stališča, je postregel tudi s kopico še danes uporabnih podatkov o t. i. fizični topografiji mesta.Ustanovam se je posvetil selektivno, veliko bolj tistim, ki so bile povezane s problematiko njegove obravnave.Institucionalno podobo mesta so sicer prikazovali tiskani uradni šematizmi ljubljanskega gubernija, ki pa razen hierarhične strukture institucij in personalne zasedbe mest ne povedo skoraj nič. 2 Drugi temeljni vir, na katerega bomo oprli našo obravnavo Ljubljane v tridesetih in na začetku štiridesetih let 19.stoletja, je sicer nekoliko mlajši, a izčrpnejši in povednejši.Gre za nekakšno kombinacijo topografskega in institucionalnega orisa Ljubljane izpod peresa Henrika (Heinricha) Coste, državnega uradnika, politika, publicista in zgodovinarja, v njegovih Popotnih spominih s Kranjske, izdanih leta 1848.3Ljubljana, nemško imenovana Laibach, je bila tedaj, sicer neformalno, edinkrat v svoji zgodovini sedež kraljestva, čeprav zgolj nominalnega.T. i. Kraljestvo Ilirija (1816-1849), po imenu oprto na tradicijo Ilirskih provinc in eno od šestih v Avstrijskem cesarstvu, ni izpolnilo upanja Kranjcev in Ljubljančanov, da bo dobilo enak položaj kot druga kraljestva.Nikoli namreč ni postalo enotno upravno-politično ozemlje, ampak sta na njegovem območju delovala dva med seboj neodvisna gubernija s sedežema v Ljubljani in Trstu, podrejena notranjemu ministrstvu 1 Lippich, Topographie der k. k.Provinzialhauptstadt
