The Role of Indigenous Forums in Environmental Policy: A Deliberative Systems Approach

Abstract
This paper critiques current approaches to Indigenous participation in Australian environmental policymaking, which often overlook the critical contributions of Indigenous organizations and political actors by viewing participation solely through a unitary state-centric lens. Applying deliberative systems theory - a pluralist approach to democracy - and fieldwork research, this study examines the roles of two Indigenous forums, the Northern Basin Aboriginal Nations (NBAN) and the Murray Lower Darling Rivers Indigenous Nations (MLDRIN) in their relations with the Murray-Darling Basin Authority (MDBA). This paper highlights the transformative potential of Indigenous deliberative forums which can recognize Indigenous democracy and foster more inclusive, responsive environmental policy, offering key lessons for policymakers and Indigenous organizations alike.
