Abstract

Abstract Québec is a large hydropower producer that already exports significant amounts of electricity to New York and New England. While such trade has a long history, it never translated into a stronger relationship, such as common institutions or markets. This chapter argues that the climate crisis and the existing decarbonization aspirations in the Northeast could help bring closer together Québec and its U.S. neighbors, by making more salient the benefits for all of more regional collaboration. Such cooperation in energy has been discussed in regional political meetings for a long time, but words never translated into actions. Several pathways are possible, all leading to more affordable decarbonization results.
