Abstract
Abstract This chapter focuses on Québec's participation in the Conference of New England Governors and Eastern Canadian Premiers (CNEG-ECP) and the Conference of Great Lakes and St. Lawrence Governors and Premiers (CGLG) over a period of 10 years, from 2012 to 2022, during which three governments of three different parties have been at the helm of “La Belle Province”: The Parti Québécois’ Pauline Marois government (2012–2014); the Parti Libéral’s Philippe Couillard government (2014–2018), and that of the Coalition Avenir Québec’s François Legault government (2018–2022). The Marois government emphasized environmental issues, while the Couillard government subordinated them to concerns focusing on economic development. This emphasis on economic objectives became more pronounced under the Legault government. At the same time, Québec's interest in the Great Lakes region grew, shifting its historical focus from the New England region and leading to a greater involvement in the CGLG.
