De impact van doelmatigheids- en doeltreffendheidsonderzoek van de Algemene Rekenkamer op de rijksoverheid Rekenkamers zijn de afgelopen decennia steeds meer de doelmatigheid en doeltreffendheid van overheidsbeleid gaan onderzoeken, wat doorgaans onder de vlag van ‘doelmatigheids- en doeltreffendheidsonderzoek’ (DDO) door het leven gaat, of ‘performance audit’ in internationale kringen. Er is echter bijzonder weinig systematisch empirisch onderzoek gedaan naar deze onderzoeken en er is veel debat of dit type onderzoek überhaupt impact heeft. Wij presenteren in dit artikel het eerste kwantitatieve onderzoek naar de impact van DDO op de Nederlandse rijksoverheid, op basis van een survey onder beleidsambtenaren van Nederlandse ministeries die meewerkten aan rekenkameronderzoek tussen 2018 en 2021. We gebruikten hiervoor een wetenschappelijk gevalideerde enquête die eerder werd toegepast in Canada en België. Met deze enquête konden wij drie verschillende soorten impact onderscheiden: instrumentele, conceptuele en strategische impact. De gepercipieerde impact van de Nederlandse rekenkamer blijkt gematigd te zijn, maar wel iets groter dan die van Canada en zeker dan die van België. Hierbij gaat het volgens de respondenten primair om conceptuele impact en beperkter om instrumentele en strategisch impact. In Nederland valt verder de individuele kwaliteit van de rekenkameronderzoeker en diens communicatievaardigheden op als voorspeller voor impact. Wanneer deze factoren door de geënquêteerden minder goed worden beoordeeld, neemt de impact af. Dit effect strekt zich ook uit tot het mesoniveau, waar – niet verrassend – de wil van beleidsmedewerkers om iets met het rekenkamerrapport te doen van cruciaal belang blijkt. In de literatuur worden betrokkenheid van parlement en media vaak genoemd als factoren die de impact versterken. Opvallend genoeg lijken in Nederland media en parlement nauwelijks een rol te spelen bij het verklaren van impact van rekenkameronderzoek.
