Abstract
Abstract Europe is one of the few regions in the world that has codified the freedom of movement between member states as a right for its citizens. Yet in the early months of the pandemic, the response of a “borderless Europe” closely resembled that of other sovereign states around the world, upending the European way of life and severing employment and family connections. This chapter outlines the use of border restrictions not just during Covid, but also during the migrant surge in 2015 and 2016, both of which challenged foundational European principles. It takes a deep dive into the resurrection of border controls along the border of Norway and Sweden, where passport-free travel had been embraced since 1952. Despite the initial breakdown in cooperation, most European countries eased their border restrictions more quickly than the United States, Canada, and Asia did, eventually developing a common approach to controlling travel.
