Abstract
The Ozone Layer Protection Policy, which has been called a successful environmental policy, was the first global environmental issue to be addressed in earnest in Japan. How can Japan’s ozone layer protection policy be understood? This chapter first describes the characteristics of Japan’s ozone protection policy in terms of the distribution of authority among the ministries that designed it; coordination between the EA/MOE and the MITI/METI is a major point of contention. The second point is how the implementation of the Montreal Protocol was ensured. The compliance of the Protocol was ensured by the MITI/METI network with industry. However, this network is unlikely to develop into efforts that go beyond the fulfillment of obligations. On the other hand, Japan’s own initiative to reduce emissions of fluorocarbons was promoted by the EA/MOE and other actors such as environmental NGOs and local government. The Fluorocarbon Emission Control Act began as a legal system for protecting the ozone layer and added HFCs to the controlled substances, eventually becoming a highly effective policy among climate change measures .
