Abstract
ABSTRACT This article aims to illustrate, using an empirical‐formal approach, how technical expertise connects optimization mechanisms, skill acquisition, productivity, and employee fatigue in government start‐ups. In the context of scenario planning, the article's findings demonstrate that technical expertise functions as the primary mediator of enhanced technical proficiency when optimization practices are implemented. However, its mediating role is only partial. Consequently, scenario planning must emphasize the inherent uncertainties and equip public managers and micro‐organizations with sufficient adaptive capabilities and agility to succeed. The research contributes to enhancing technical proficiency and optimizing public service, providing valuable insights to the literature.
