Abstract
La Zone internationale des fonds marins (la « Zone ») est administrée par l’Autorité in-ternationale des fonds marins (l’« Autorité ») au nom et au bénéfice de l’humanité tout entière. Bien que l’Autorité se soit d’abord concentrée sur l’élaboration de règles relatives à l’exploration et à l’exploitation de la Zone, elle dispose également d’un mandat environnemen-tal. Dans cette contribution, l’auteur se penche sur les fondements de la protection de l’environnement des fonds marins internatio-naux, depuis la conceptualisation du patri-moine commun de l’humanité jusqu’à la modifi-cation de ce concept dans l’Accord relatif à l’application de la partie XI de la Convention des Nations Unies sur le droit de la mer de 1994. Il procède ensuite à l’analyse de l’évolution ré-cente du mandat environnemental de l’Autorité dans le but de dénoncer l’écart entre le discours de plus en plus environnementaliste de cette ins-titution et le peu de mesures concrètes adoptées.
