Depuis une cinquantaine d’années, la vision de la coopération pour le développement est façonnée par les organisations internationales (par exemple, l’Organisation de coopération et de développement économiques – l’OCDE, la Banque mondiale). L’on observe, en effet, l’évolution d’un modèle de développement fondé sur des approches « paternalistes » (OCDE, 1996) à un modèle dit « intégré » (Banque mondiale,1999, source Wolfensohn, 1999) basé sur un nouveau partenariat orienté vers la lutte contre la pauvreté et le renforcement des ressources humaines (capacity building). Or, cette dernière approche fait partie d’une longue tradition d’engagement international des institutions universitaires, notamment les universités canadiennes qui jouent un rôle important dans le processus de développement. Pour illustrer cette réalité, nous traitons dans ce texte de l’évolution de la vision du développement international et du rôle de l’université comme acteur dans la coopération pour le développement. Nous concluons par la présentation d’un exemple de coopération pour le développement durable à travers le partenariat interuniversitaire entre l’Université du Québec à Montréal (UQAM) et la Universidad echnologica Centroamericana (UNITEC) située à Tegucigalpa, Honduras. Le développement international n’est pas un terrain réservé qu’aux seules grandes organisations intergouvernementales. L’institution universitaire canadienne y joue un rôle d’acteur (aide au développement), mais aussi de précurseur dans le renouvellement de la vision et des pratiques de coopération adaptées à la mondialisation (partenariat interuniversitaire). Les projets de coopération internationale de l’UQAM en sont des manifestations concrètes.
