Abstract
Oral health policies in general do not usually link goals to resources. Dentistry in general needs extensive resources of highly trained personnel using expensive facilities, equipment, and materials that are usually unavailable in resource-constrained environments. Even high-income countries have minority communities who have difficulty accessing primary healthcare, and where the overall quality of care and equity of access to care differ between income groups. This chapter presents examples of programs developed to meet the care needs of low-income communities in five medium- to high-income countries which are beginning to seek solutions upstream with effective regulations on the distribution of harmful products, such as sugar, tobacco, and alcohol, in keeping with the general principles of managing noncommunicable diseases.
