Au Canada, l’opinion publique ne comprend pas toujours pourquoi les choses n’avancent pas plus vite en matière d’imposition des géants du Web. Plusieurs observateurs réclament des mesures unilatérales. À certains égards, cette voie peut sembler plus facile. Les mesures unilatérales n’ont pourtant pas que des avantages, surtout si plusieurs autres pays font la même chose et que les États-Unis s’y opposent. Il ne faut pas oublier que si les géants du Web payaient un impôt plus élevé à l’extérieur des États-Unis, l’impôt qu’ils verseraient au gouvernement des États-Unis diminuerait. À un extrême se trouvent les mesures unilatérales, à l’autre extrême se trouvent les mesures multilatérales. Ces dernières ne sont jamais la voie la plus facile, comme en témoigne la réflexion en ce sens qui est commencée depuis environ 25 ans au sein de l’Organisation de coopération et de développement économiques. Avant la crise provoquée par la COVID-19, cette organisation avait prévu qu’une entente serait conclue d’ici à la fin de 2020. Il faut faire preuve de patience. Il est donc utile de montrer, dans ce texte, que les solutions ne sont pas simples et que les défis sont nombreux et difficiles à relever.
