Nota introdutória: a ordem mundial em desordem – o regresso global da guerra e o fim da paz

Abstract
O quadro geopolítico contemporâneo está em profunda mutação. O regresso do fenómeno da guerra entre os Estados e o retorno de conflitos armados em diversas regiões do mundo, numa intensidade e interligação não testemunhadas desde há décadas, leva-nos a questionar os pilares da ordem internacional criada desde o fim da Segunda Guerra Mundial. A guerra da Rússia contra a Ucrânia ameaça a estabilidade da ordem de segurança euro-atlântica, mas não pode ser desarticulada da crescente instabilidade na Ásia Oriental, fruto da estratégia assertiva da China sobre Taiwan e Estados vizinhos. Por seu turno, a guerra em Gaza tem implicações para o Médio Oriente e para a crescente competição geopolítica entre as grandes potências. A intensificação destas guerras e destes conflitos e a afirmação de potências autocráticas revisionistas exacerbam tensões históricas e produzem repercussões sobre temas que vão para além das considerações tradicionais de segurança, como a segurança de infraestruturas críticas, a segurança marítima ou energética, ou as migrações. Os artigos deste dossiê resultam da análise que os oradores do Curso de Verão do IPRI-NOVA 2024 fizeram sobre «O regresso global da guerra: o fim da paz e a ordem mundial em desordem» e contribuem para a tentativa de mapeamento da emergente ordem geopolítica global resultante do fim da era do pós-Guerra Fria.
