Abstract

The paper deals with the problem of the exiled population from Kosovo and Metohija during and after the war conflicts in the Republic of Serbia in 1999. The problem of the return of the displaced population represents a special challenge, first of all for international institutions (UNMIK; EU; USA), and then for the temporary institutions in Pristina as a new internationally recognized agent that took upon itself the responsibility of solving post-war issues between Serbia and Kosovo during the dialogue period in Brussels. The analysis shows that, despite accepting the international obligation, Pristina, at the head of the international institutions, did not fulfill the process of the return of Serbs to Kosovo and Metohija as agreed and defined in the agreements. In that case, it was found out that the said process is being misused and used for political purposes, in which UNMIK and the EU have a special role.
