Résumé En raison de la crise d’intoxication aux drogues qui sévit au Canada et ailleurs, il est plus que jamais nécessaire de disposer de données à jour et pertinentes pour orienter les politiques et les programmes visant à atténuer les méfaits liés aux substances. Bien qu’il existe un certain nombre de systèmes de suivi ciblant des composantes précises de la consommation de substances et des méfaits qui en découlent au Canada, ces systèmes ne sont pas guidés par un cadre conceptuel global. Cet exposé de politique fondé sur des données probantes décrit l’élaboration d’un cadre conceptuel pour le suivi des méfaits liés aux substances effectué par les autorités de santé publique. Ce cadre comprend quatre thèmes principaux (facteurs de risque et de protection, consommation de substances, systèmes de soutien à la santé, méfaits et bienfaits liés à la consommation de substances), quatre thèmes transversaux (parcours de vie, équité, stigmatisation de la consommation de substances, santé et maladie mentale et physique) et deux considérations générales (utilisation respectueuse des données et consultation). Ce cadre est utilisable pour organiser les activités déjà en place et pour cerner les lacunes en matière de données et de suivi en vue d’un développement ultérieur.
