Abstract
Populism has surged in North America in recent decades, boosting Donald Trump into power. Populists criticize liberalized trade for causing a wide range of problems. Trump's victory provides us the opportunity to review populists’ complaints about trade specifically, in the concrete form of the North American Free Trade Agreement (NAFTA). Were those criticisms well-founded? Trump initially set out to withdraw from NAFTA, but this became a push to modify the agreement. Were the changes in line with populists’ concerns? Is the new US–Mexico–Canada Agreement (USMCA) likely to resolve some of the problems populists focus on? To answer these questions, I review populists’ agenda on trade, its impact on the Trump Administration, and on NAFTA.
