The governance of international civil aviation: a brief assessment

Abstract
The regulatory and governance oversight of international civil aviation is a highly complex area in international tourism. Functionally, nearly all aspects of international air services are regulated and/or governed, often through the International Civil Aviation Organisation (ICAO), a UN agency. This includes, for instance, passenger liability and hijacking (the Montreal, Tokyo, and Hague Conventions), economic access (air access-specific treaties), global navigation (ICAO's Global Air Navigation Plan), and aviation safety (ICAO's Global Aviation Safety Plan and State Safety Management Systems). This chapter attempts to disentangle some of these complex relationships. We first start with some foundations, including an assessment of public international air law. We then review regulation and deregulation separately, followed by some comments on current challenges facing the sector globally.
