Abstract
The implementation of NAFTA in 1994 not only formalized many of the economic interdependencies between Mexico, Canada, and the US but also structured new mechanisms of trade and negotiation. While USMCA, which superseded NAFTA in 2020, kept many of the original agreement's provisions, it added important modifications, some of which reflect technological changes in the North American economy. For instance, in response to the increased computerization and electrification of cars, USMCA has more stringent requirements for country of origin in the automotive industry. Seeking to shed light on these changing conditions, this chapter examines two distinct yet interrelated trade and policy configurations and their impact in shaping digital trade in North America: (1) NAFTA, 1995–2018, and (2) USMCA, 2020–present. The chapter argues that these two trade and policy frameworks provide a roadmap to understanding the past, present, and future of digital trade in North America.
