Implementasi Kebijakan Pemerintah dalam Pengelolaan Transportasi Publik di Kota Surakarta: Tinjauan Hukum dan Pemerintahan

Abstract
Transportasi publik memainkan peran penting dalam keberlanjutan perkotaan, terutama di Kota Surakarta yang mengalami peningkatan urbanisasi. Pemerintah Kota Surakarta telah menerapkan berbagai kebijakan untuk mengelola transportasi publik guna meningkatkan aksesibilitas, efisiensi, dan kenyamanan bagi masyarakat. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pemerintah dalam pengelolaan transportasi publik di Kota Surakarta dari perspektif hukum dan pemerintahan. Menggunakan metode studi pustaka, penelitian ini mengeksplorasi berbagai peraturan, kebijakan daerah, serta literatur ilmiah terkait. Hasil tinjauan menunjukkan bahwa keberhasilan kebijakan transportasi publik di Surakarta sangat bergantung pada kolaborasi antara pemerintah daerah dan pusat, serta partisipasi masyarakat. Aspek hukum yang mencakup peraturan mengenai transportasi dan tata kelola pemerintahan juga menjadi faktor kunci dalam mendorong pengembangan transportasi publik yang berkelanjutan. Selain itu, tantangan yang dihadapi dalam implementasi kebijakan meliputi keterbatasan infrastruktur, integrasi antar moda transportasi, serta minimnya edukasi kepada masyarakat tentang pentingnya menggunakan transportasi publik. Penelitian ini memberikan rekomendasi agar pemerintah memperkuat regulasi terkait transportasi, meningkatkan sosialisasi kebijakan kepada masyarakat, dan memperbaiki koordinasi antar pemangku kepentingan. Dalam jangka panjang, kebijakan yang diterapkan diharapkan dapat mendorong terciptanya sistem transportasi publik yang lebih baik, ramah lingkungan, dan mampu mendukung pertumbuhan ekonomi lokal.
