Um die Ziele des Pariser Klimaabkommens von 2015 zu erreichen, wurden sektorspezifische Zielvorgaben zur Reduzierung der Treibhausgasemissionen vereinbart. Im deutschen Verkehrssektor wurden diese Zielvorgaben 2021 sowie in den Folgejahren nicht erreicht (Umweltbundesamt 2023a). Der Modal Split, der die Verteilung der Verkehrsmittelnutzung in Deutschland pro Person beschreibt, zeigt, dass der motorisierte Individualverkehr 2020 80,2 % des Modal Splits ausmacht (Umweltbundesamt 2023c). Gleichzeitig verursachte der MIV 71,6 % der CO2-Emissionen im Verkehrssektor. Dabei ist die Durchschnittsbesetzung von 1,6 Personen pro Fahrzeug Grund zur Annahme, dass hier eine Effizienzproblematik vorliegt (Europäisches Parlament 2023). Gleichzeitig kann nicht pauschal angenommen werden, dass Menschen vorsätzlich ressourcenineffizient handeln. [aus der Einleitung]
