via migration, many divisions in the Caribbean limit cooperation.Griffith prescribes regionalism, which was notably tried with the short-lived West Indies Federation and defeated by island nationalisms and asymmetries but carries on to a degree in the Caribbean Community (CARICOM) and other structures.All too often, linguistic and colonial legacies and metropolitan ties have worked against an all-encompassing pan-Caribbean regionalism.For example, the non-sovereign Caribbean states tend to have higher GDP per capita, more political stability, and greater passport mobility than their sovereign counterparts.Is sovereignty then a blessing or a curse?What would a pan-Caribbean regionalism that could effectively address PWPs look like beyond current regional structures?Another possibly remedy that could buttress regionalism is diasporic transnationalism.There are millions of people of Caribbean descent in New York, Miami, London, and Amsterdam, and others with ties to the region who may have expertise in cybersecurity, counter terrorism, or other areas.What can these people do to help the Caribbean situation both actively and by influencing host governments' foreign policy?Challenged Sovereignty is a thoughtprovoking book that is required reading for anyone interested in Caribbean security and sovereignty.T.V.
