Abstract
Cet article interroge un angle mort relatif de la théorie des régimes urbains. Cette théorie, qui insiste sur la stabilité des coalitions territorialisées d’acteurs publics et privés qui pilotent l’action publique de développement des villes, est peu disserte quant à la façon dont ces régimes se construisent ou la façon dont ils se transforment. Comment passe-t-on d’un régime à un autre, c’est-à-dire à la fois d’une coalition à une autre et d’objectifs de développement à d’autres ? La thèse de cet article, qui s’appuie sur l’analyse de deux agglomérations françaises (Nantes et Rennes), est que la notion de travail politique, qui permet de désigner un ensemble, à la fois complexe et fragile, d’opérations visant à fabriquer des arguments et à construire des alliances, permet de mieux appréhender les processus de modification des régimes territoriaux de développement.
