Abstract
Abstract. This study examines the development of the Batu Enam area in Bangko District as the new government center of Rokan Hilir Regency. This relocation aims to improve the efficiency of public services, integrate scattered agencies, and utilize strategic land owned by the local government. This study designs an efficient area layout and determines supporting facilities and infrastructure. Data were collected through observation, literature review, and interviews. The analysis includes an evaluation of accessibility, existing infrastructure, potential green open space, and environmental sustainability aspects. The results of the study indicate that Batu Enam has strategic advantages in terms of accessibility, infrastructure, and development potential. The planning includes a centralized office layout, integrated utility networks, green open space management, and road improvements to support mobility. This area is also designed as a city tourism destination with supporting facilities such as parks and cafeterias. Research recommendations include strategic steps for sustainable development and technical guidelines for efficient and environmentally friendly infrastructure development. With the new government center in Batu Enam, it is hoped that public services will be more effective and able to encourage economic growth in the surrounding areas. Abstrak. Penelitian ini mengkaji pengembangan Kawasan Batu Enam di Kecamatan Bangko sebagai pusat pemerintahan baru Kabupaten Rokan Hilir. Pemindahan ini bertujuan meningkatkan efisiensi pelayanan publik, mengintegrasikan instansi yang tersebar, dan memanfaatkan lahan strategis milik pemerintah daerah. Studi ini merancang tata letak kawasan yang efisien serta menentukan sarana dan prasarana pendukung. Data dikumpulkan melalui observasi, kajian literatur, dan wawancara. Analisis mencakup evaluasi aksesibilitas, infrastruktur eksisting, potensi ruang terbuka hijau, dan aspek keberlanjutan lingkungan. Hasil penelitian menunjukkan bahwa Batu Enam memiliki keunggulan strategis dari segi aksesibilitas, infrastruktur, dan potensi pengembangan. Perencanaan meliputi tata letak perkantoran terpusat, jaringan utilitas yang terintegrasi, pengelolaan ruang terbuka hijau, serta perbaikan jalan untuk mendukung mobilitas. Kawasan ini juga dirancang sebagai destinasi wisata kota dengan fasilitas pendukung seperti taman dan kafetaria.Rekomendasi penelitian mencakup langkah strategis untuk pengembangan berkelanjutan serta panduan teknis bagi pembangunan infrastruktur yang efisien dan ramah lingkungan. Dengan pusat pemerintahan baru di Batu Enam, diharapkan pelayanan publik lebih efektif dan mampu mendorong pertumbuhan ekonomi wilayah sekitarnya.
