Abstract
L’objectif de cet article est de montrer comment la gestion communautaire impulse l’élaboration d’un modèle de gestion des déchets à Tizi Ouzou (au nord de l'Algérie). Notre hypothèse est que l’application de la gestion communautaire aux déchets est une innovation sociale qui conditionne l’action rudologique locale. L’enquête par entretiens semi-directifs auprès des acteurs locaux des déchets démontre que cette pratique initiée dans les villages se diffuse et impacte durablement le système public de gestion des déchets et celui de la récupération et du recyclage ; elle fait émerger un modèle de gestion pluriacteurs, basé sur la clarification des responsabilités et des échelles d’intervention. Ce modèle articule diverses formes de gestion et de mises en ressource des déchets, dont l’élaboration, guidée par la difficulté d’élargir le dispositif d’enfouissement, nous enseigne à anticiper l’intégration des pratiques populaires spontanées dans la recherche de solutions au problème des déchets.
