Abstract
O sistema neoliberal tem apresentado diversas transformações na sua implementação ao longo dos tempos. Harvey (2014), Puello-Socarrás (2008) e Laval (2004) afirmam que as reconfigurações e atualizações constantes do neoliberalismo implicam novas definições e formas de pensar e executar ações. Essa nova visão, chamada por Puello-Socarrás (2008) de “Novo Neoliberalismo”, longe de ficar nas instâncias mercadológica e econômica, vem se embrenhando na sociedade e permeando diversos setores e serviços. Dessa forma, parece quase natural que a esfera pública não escaparia a essas inferências. Assim, este trabalho tem por objetivo analisar um projeto denominado “gestão compartilhada” para a modalidade da Educação Infantil, firmado entre a Prefeitura Municipal de São Lourenço do Sul-RS e a Associação de Desenvolvimento de Projetos Educacionais, Culturais e Sociais (ADPECS), uma organização social (OS) representante do terceiro setor. Para tanto, a análise utiliza como principal fonte o Edital de Chamamento Público nº 04/2022, de 29 de abril de 2022, que estabeleceu essa parceria, e realiza uma análise ancorada, principalmente, em Cellard (2012) e Shiroma, Campos e Garcia (2005). Conclui-se que o novo sistema não é uma mera atualização das parcerias já realizadas, mas sim uma inovação na forma de realizar parcerias entre os setores público e privado que tende a intensificar a precarização do sistema público de ensino.
