Abstract
Abstract This chapter contains the four rights in the Convention that have been identified by the Convention on the Rights of the Child as general principles that must inform the implementation of all other rights. However, they also need to be considered as human rights in their own right, carrying associated obligations for states. Accordingly, this chapter provides a framework of indicators for states consider in order to fulfil those obligations in respect of non-discrimination, best interests, survival and development and the right to be heard. Throughout the rest of the publication, in the indicators for other rights, specific measures are also included to ensure that these four principles are taken into consideration in the process of implementation. For example, in developing child protection legislation and policies, it is necessary to ensure that children’s own perspectives and recommendations are taken into consideration, and that any measures introduced apply to all children without discrimination on any protected grounds.
