Revolution and counter-revolution: an analysis of the congruence between socioeconomic development, cultural values, and political order in contemporary Iran

Abstract
This paper uses Modernization theory to analyze the congruence between development, cultural values and political order in contemporary Iran before and after the Islamic Revolution. The analyses propose that the main driver of the Islamic Revolution was the incongruence between socioeconomic development, cultural values and political order. Accordingly, the Islamic Revolution is seen as the backlash of traditional/religious values against the Pahlavi top-down modernization project. Furthermore, the analyses suggest that economic development and the ensuing growth of modern/secular values, self-expression, individualism and gender egalitarianism after the Islamic Revolution have resulted in significant incongruence between cultural values and political order. This incongruence between culture and politics could lead the country toward instability and less authoritarianism.
