Analyzing the Weaknesses of Public Policies for Exceptional Talents in Colombia

Abstract
This document highlights the importance of public policies aimed at identifying exceptional talents in society as a mechanism of social inclusion and a tool to enhance progress with equity. While in Colombia there are decrees, articles and laws, public policies and general guidelines for the care of people with exceptional abilities and talents, in practice the operation of these policies is almost non-existent even in the urban part. USA, Canada, Finland, Singapore, Australia and South Korea have implemented effective mechanisms that allow them to identify early and take advantage of exceptional talents through clear and systematic programs and actions. Based on the international context, opportunities are identified for Colombia, as well as limitations and obstacles, a proposal for change is made and key factors such as ethnicity, gender, disability, inclusion and rurality are identified that significantly affect and They increase the gap in educational terms.
