Abstract
The Organization of American States (OAS) was founded in 1948 as the successor to the Pan-American Union. It consists of a deliberative General Assembly and a number of councils for consultation on foreign affairs and human rights, as well as economic and other issues. Originally consisting of Mexico, the United States, the Central and South American nations, Cuba, Haiti, and the Dominican Republic, the OAS has since expanded to include Canada and the nations of the English-speaking Caribbean. Throughout the Cold War, the United States sought to use the OAS to promote anti-communist policies in the hemisphere; its success in doing so reflected the changing balance of power between Washington and its southern neighbours.
